All travelers, residents subject to quarantine

Gov. Lou Leon Guerrero signed Executive Order 2020-33 to require quarantine and rescinding parts of previous executive orders.

“Travelers to and individuals already in Guam, including residents and non-residents, may be subject to quarantine and isolation pursuant to the laws of Guam,” the order states. “Such quarantine and isolation may occur in government qualified facilities.”

The decision was made in consultation with the Department of Public Health and Social Services, according to a release from Adelup.

The governor cited the COVID-19 epidemic, noting the 34 deaths to date, notably the 24 thus far in September, and the need to preserve public health and safety.

The order states: “If any provision of this executive order or its application to any person or circumstance is held invalid, the invalidity shall not affect other provisions or applications of this order that can be given effect without the invalid provision or application, and to this end, the provisions of this order are severable.”
